State agencies: building and renovation projects: Green Globes certification.

Added requirement that state agency building and major renovation projects larger than 10,000 gross square feet must obtain LEED Gold, Three Green Globes, or higher certification using the version in effect when schematic design documents are initiated.

Added a fallback provision allowing agencies to obtain LEED Silver or Two Green Globes instead if achieving the higher level conflicts with critical operational or security requirements, is demonstrably cost ineffective, or conflicts with California Building Code requirements.

Set two effective dates: existing LEED requirements apply to projects initiated on or after January 1, 2024, while the new Green Globes alternative applies to projects initiated on or after January 1, 2027.

Added definitions for 'Green Globes' (certification program under the Green Building Initiative), 'LEED' (Leadership in Energy and Environmental Design under the US Green Building Council), 'Major renovation,' and 'State agency.'

Added an exclusion specifying that 'state agency' does not include a district agricultural association as described in Part 3 of Division 3 of the Food and Agricultural Code.
