The previous simpler provision (old subdivision (f)) that allowed agencies to comply with subdivision (a) only to the extent authorized under federal program requirements was removed and replaced by the new, more restrictive exception framework.

All operative dates shifted one year later: the bill's effective date moves from January 1, 2028 to January 1, 2029; the deadline for agencies to include Jewish ancestry data in demographic reports moves from January 1, 2027 to January 1, 2030; and the sunset/repeal dates of temporary provisions move from January 1, 2028 to January 1, 2029.

New subdivision (c) in Government Code Section 8310.2 requires state agencies to apply de-identification and privacy protection methods to demographic data, including consistent minimum reporting thresholds across race and ethnicity categories. Agencies may aggregate data at state, county, city, census tract, or ZIP Code level and must suppress or aggregate categories when counts fall below established privacy thresholds.

New purpose limitation in Section 8310.2(c)(3)(D) restricts use of collected demographic data to demographic analysis, approved research, fulfilling reporting requirements, identifying disparities, and guiding policy or funding decisions. The data is explicitly prohibited from being used for creating a registry of individuals, law enforcement, or immigration enforcement.

New exemption in Section 8310.2(d): state agencies administering multi-year grant programs with an established end date that began collecting demographic data before January 1, 2029 are not required to include the Jewish ancestry category for interim or final reports.

New exemption in Section 8310.2(e): a state agency may continue using its existing demographic data collection format if the data is collected through an application, intake, survey, contract, grant, or agreement that was in effect before January 1, 2029 and modifying the categories would require amending that instrument.

New provision in Section 8310.2(f) allows state agencies to follow federal program requirements that differ from this section's collection methods, provided the data is tied to federal funding and the alternative method is authorized under the federal program.

New definitions added to Section 8310.2(g): 'personal identifying information' is defined by reference to Penal Code Section 530.55(b), and 'state agency' is defined to include state agencies, offices, officers, departments, divisions, bureaus, boards, or commissions, but explicitly excludes the California State University and the University of California.

The word 'Jewish' was removed from the list of race/ethnicity categories in the temporary amended version of Penal Code Section 2068 (the bridge provision), though it remains in the permanent replacement section added by the bill. This appears to be a technical cleanup since the existing law already contains that category.

The deadline for state agencies to include Jewish demographic data in every published demographic report on ancestry or ethnic origins was moved from January 1, 2027 to January 1, 2029 in the new Government Code Section 8310.2.
