Foster children: rights of foster youth.

The personal belongings transportation right was moved from standalone item (10) into new sub-provision (1)(B) under the safe home right, consolidating it as part of the broader living conditions guarantee rather than a separate right.

All rights previously numbered 2 through 42 were renumbered down by one (to 2 through 41) to reflect the consolidation, with new sub-numbering added where items absorbed into other provisions.

A typo in the contact information right was corrected: 'Court Appointed Court-Appointed Special Advocates' was changed to 'Court-Appointed Special Advocates.'

The entire amendment to Welfare and Institutions Code Section 16004.5 was deleted. This section contained legislative findings about the need for placement resources for minor parents in foster care, encouragement for agencies to use whole family placements, data collection on minor parents who give birth, and development of a more cost-effective infant supplemental payment rate structure.

Right (9) in Section 16001.9 was expanded from simply 'to have storage space for private use' to also include 'to maintain reasonable access to and use of personal belongings, clothing, and personal items.' This gives foster youth an explicit right to actually use their belongings rather than just store them.

The term 'transition to independent living plan (TILP)' was corrected to 'transitional independent living plan (TILP)' in paragraph (35)(B).

'Court Appointed Special Advocates' was changed to 'Court-Appointed Special Advocates' (hyphen added) in paragraph (12).

Entirely new Section 1 amending WIC 16001.9 to establish a comprehensive list of 42 rights for children and nonminors in foster care, including rights to safe housing, freedom from abuse, adequate food and clothing, least restrictive placement, relative placement preference, no locking, trauma-informed care, no detention based on dependency status, storage space, dignified transport of belongings (suitcases/duffel bags instead of trash bags), protection from unreasonable searches, access to contact information for social workers and advocates, sibling visitation, confidential phone and mail, social contacts outside the system, religious freedom, extracurricular activities, non-discrimination protections, LGBTQ+ placement and privacy rights, Indian child welfare rights, medical and mental health access including gender-affirming care, medication protections with judicial authorization requirements, reproductive health consent at various ages, choice of healthcare provider at 12+, records confidentiality, education rights including school stability and postsecondary enrollment priority, independent living program access, banking and work rights, annual credit reports for ages 14-17, legal representation rights, court participation rights, records access until age 26, case plan involvement, family team meeting frequency requirements, rights notification in primary language, and complaint mechanisms with protection from retaliation

The original technical amendment to Section 16004.5 (changing 'his or her' to 'their' in the legislative finding about minor parents removed from custody) is retained but renumbered as a second section of the bill

New requirement that personal belongings be transported during placement changes using suitcases, duffel bags, backpacks, or moving boxes rather than trash bags or other inappropriate receptacles

Child and family team meetings required within 60 days of entering foster care and every six months thereafter, or at least every 90 days for youth in short-term residential therapeutic programs, intensive home-based services, intensive case coordination, or therapeutic foster care

Rights apply to all children placed in foster care voluntarily or after adjudication under Section 300, 601, or 602, and also to nonminor dependents except where they conflict with retention of adult legal decisionmaking authority

New provision clarifying that the rights are broad expressions and not exhaustive of all constitutional, statutory, and case law rights, and that the section does not require providers to take actions impairing health and safety
