California Alternative Energy and Advanced Transportation Financing Authority: GoGreen Program.

Removed the provision authorizing the authority to create its own financial assistance programs and products on terms it deems prudent. The bill now only addresses the GoGreen Program.

Removed the 'Alternative Energy and Advanced Transportation Expansion Fund' which had been continuously appropriated to the authority without regard to fiscal year, including for administrative costs.

Added a new 'GoGreen Program Fund' in the State Treasury. Unlike the old fund, moneys are only available upon appropriation by the Legislature, meaning the Legislature must explicitly approve spending rather than funds being automatically available.

Changed the appropriation designation from 'yes' to 'no' in the bill's fiscal summary, reflecting that the new fund requires legislative action rather than continuous automatic appropriation.

Removed the requirement that interest earned or other increments from investments made from fund moneys be deposited back into the fund.

Adds the GoGreen Program (previously known as the California Hub for Energy Efficiency Financing program, established by PUC Decision 13-09-044) as a statutory requirement for the authority to administer, codifying what was previously only a PUC decision.

Authorizes the authority to receive, administer, and deploy additional moneys from federal, state, local, or private sources to support and expand the GoGreen Program, provided use is consistent with program goals and funding source parameters.

Authorizes the authority to use moneys collected from ratepayers of electrical corporations and gas corporations, as directed by the Public Utilities Commission, in addition to other available funding sources for the GoGreen Program.

Creates a new 'GoGreen Program Fund' in the State Treasury with continuous appropriation to the authority for expenditure under the program, separate from the existing Alternative Energy and Advanced Transportation Expansion Fund.

Requires the GoGreen Program to provide financing assistance, including credit enhancements, to participating lenders to support residents in financing eligible energy efficiency and decarbonization measures at costs competitive with or below market rates.

Requires the authority to establish and administer GoGreen Program guidelines, adopt regulations at publicly noticed meetings, and ensures ratepayer moneys are administered consistently with PUC directives and requirements on ratepayer funds.
