The entire bill was relocated from Chapter 4 of Division 3 of the Labor Code (sections 3150-3152) to Part 2.6 of Division 5 of Title 2 of the Government Code (sections 19999.9-19999.92). This changes which code governs the apprenticeship pilot program and may affect how it interacts with other statutes.

Removed the phrase 'including, but not limited to, industrial hygienist' from the description of staffing challenges the program should address, removing a specific named example of a hard-to-fill classification.

Section 3152(e)(2) restructured how apprentices accrue service credit. Previously, participants would accrue 'full civil service credited time' for both retirement and seniority as a blanket right. Now, seniority credit is explicitly tied to 'applicable bargaining agreements' and retirement credit is specifically grounded in the Public Employees' Retirement Law, making each type of credit dependent on its own legal basis rather than a single automatic entitlement.

Section 3152(a) removed the word 'titles' from the phrase describing staffing challenges ('for titles, filling positions in civil service classifications' became 'for filling positions in civil service classifications'), slightly narrowing the stated scope of the program's target.

Section 3152(e)(1) changed 'apprenticeship program participants' pay classification pay scales' to 'apprenticeship program classification pay scales,' clarifying that it is the classification-level pay scale (not individual participant pay) that must be set through collective bargaining.
