Endangered wildlife: kangaroos.

A new section amending Penal Code Section 653o was added, creating an exemption that allows the import into California for commercial purposes, possession with intent to sell, or sale of kangaroos (dead body, parts, or products) if they are wild harvested in compliance with Australian federal, state, and territory law, the federal Endangered Species Act, and applicable international conventions.

The bill's title and legislative counsel's digest were expanded to reflect the new endangered wildlife/kangaroo subject matter alongside the original technical changes to Section 16.

The kangaroo exemption is conditioned on three requirements: (1) wild harvest pursuant to Australian federal, state, and territory law, (2) compliance with the federal Endangered Species Act (16 U.S.C. Sec. 1531 et seq.), and (3) compliance with applicable international conventions.

The existing Section 653o provisions (covering crocodiles/alligators and iguanas/skinks/caimans/hippopotamuses/lizards) were reorganized into lettered subsections (a) through (e), with the kangaroo exemption inserted as paragraph (2) of subdivision (a). The penalty provision and severability clause were also formally added to the text.
