Wage statements: airline cabin crew employees.

The entire Section 1 amending Public Utilities Code Section 185033.5 is deleted. This removed requirements for the High-Speed Rail Authority's biennial project update report to include financing assumptions, schedule comparisons to prior reports, ancillary revenue analysis, and international benchmarking.

Assembly Member Solache is added as coauthor of the bill.

New subdivision (k) allows airline flight deck or cabin crew members covered by the Railway Labor Act to show all applicable hourly rates and corresponding hours worked in lieu of total hours worked on their wage statement, if the employer makes available a statement of duty hours tracked per FAA regulations.

New subdivision (k)(2) requires the employer to make available either an itemization of pay calculated per the applicable compensation policy or collective bargaining agreement, or a document showing all applicable rates of pay and corresponding units or credits at each rate.

The piece-rate exemption in renumbered subdivision (l) now also applies to employees covered by the new subdivision (k), expanding who can be exempt from showing piece-rate units or hourly rates on their wage statement.

The litigation ban in renumbered subdivision (m) now cross-references both paragraph (3) of subdivision (j) and the new subdivision (k), meaning the prohibition on filing new wage statement claims applies to employees qualifying under either provision.

Created a new exemption (Labor Code 226(j)(3)) from the requirement to show total hours worked on itemized wage statements for flight deck crew members and cabin crew members covered by the federal Railway Labor Act, conditional on the employer making available a statement of duty hours tracked in accordance with FAA regulations.

Created a new exemption (Labor Code 226(k)) from the requirement to show piece-rate units and applicable hourly rates for the same airline crew members, if the employer provides an itemization of pay per the applicable compensation policy or collective bargaining agreement, or shows all applicable rates and corresponding units or credits paid.

Added a litigation bar (Labor Code 226(l)) prohibiting any person from filing a new legal action by or on behalf of an airline crew member meeting the exemption requirements, asserting a claim for alleged wage statement violations, effective June 11, 2026.

The bill's scope expanded from a single-topic high-speed rail reporting amendment to a dual-topic bill that also addresses labor law (wage statement exemptions for airline crew). The original high-speed rail section was renumbered from Section 1 to Section 2 with no substantive content changes.
