Budget Acts of 2023, 2024, and 2025.

The bill's scope expanded from only the Budget Act of 2025 to also amend the Budget Acts of 2023 and 2024, covering appropriations for fiscal years 2023-24, 2024-25, and 2025-26.

The bill changed from having no appropriation to having an actual appropriation, meaning it now directs specific dollar amounts to specific recipients and programs.

Section 19.564 of the Budget Act of 2023 was amended to include 77 named housing and community development allocations totaling approximately $80 million, directed to specific cities, counties, and nonprofits for projects including farmworker housing, homeless services, motel-to-housing conversions, ADU programs, and infrastructure improvements.

A reappropriation item (6100-488) was added to the Budget Act of 2024 directing $239,395,000 in unexpended education balances to school districts and charter schools, plus $5 million for Holocaust and Genocide Education curriculum development and $1 million for fire-impacted school district technical assistance.

Item 0509-101-0001 (GO-Biz) was amended to direct $100,000,000 to the City of Fresno for its Public Infrastructure Plan and $20,000,000 to the California Travel and Tourism Commission.

The Civil Rights Department support item (1700-001-0001) was increased from $64,469,000 to $70,469,000, including $6,000,000 for implementation of the Bureau for Descendants of American Slavery (Chapter 586 of the Statutes of 2025), available until June 30, 2029.

Item 1700-101-0001 ($6,000,000 local assistance for the Civil Rights Department to support the Bureau for Descendants of American Slavery) was repealed and replaced by the increase in the department's support item.

A new item (3100-001-0890) was added providing $1,039,000 from the Federal Trust Fund for Exposition Park management, available until June 30, 2028.

Items for the State Energy Resources Conservation and Development Commission were amended to provide $2,000,000 for administrative costs and $38,000,000 for local assistance to deploy charging or refueling infrastructure for medium- and heavy-duty zero-emission vehicles, available until June 30, 2029 with liquidation through June 30, 2033.

The Natural Resources Agency local assistance item (0540-103-0001) was reduced from $61,795,000 to $61,045,000 and amended to include 31 specific allocations to cities, counties, and organizations for projects including Clear Lake Restoration, the Los Angeles Holocaust Memorial, fire recovery in LA parks, lead contamination remediation in the Eaton burn area, and LGBTQ+ venue preservation in San Francisco.

Section 19.564 of the Budget Act of 2023 was amended to include provisions allowing advance lump-sum payments, transfer of allocating authority between state entities, exemption from personal services contracting requirements, and a prohibition on using funds for purposes subject to Section 8 of Article XVI of the California Constitution (private property appropriation).

The bill's effective date was clarified to take effect immediately as a Budget Bill, and various fund availability deadlines were set (e.g., housing funds available for encumbrance through June 30, 2025 and expenditure until June 30, 2027).
