What changed between versions
The transitional period during which only 50% of capital gains surcharge revenues go to the Budget Stabilization Account (with the other 50% available for spending) was extended from fiscal years 2015-16 through 2029-30 to fiscal years 2027-28 through 2039-40. The year in which 100% of those revenues must go to the reserve shifted from 2030-31 to 2040-41.
The provision for unfunded prior fiscal year General Fund obligations under Section 8 no longer limits eligibility to obligations that existed on July 1, 2014. It now covers all such unfunded obligations without a specific cutoff date.
The provision for budgetary loans to the General Fund from funds outside the General Fund no longer limits eligibility to loans with outstanding balances on January 1, 2014. The category is now open-ended.
