A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by amending Section 9 of Article IX thereof, relating to the University of California.

The nonvoting student regent-designate period is now the first year of the two-year term instead of a separate year preceding the term. Under the Assembly version, a student would serve one year as a nonvoting designate and then two years as a voting regent (three years total). Under the Senate version, the student serves two years total: one year nonvoting, then one year voting.

The explicit term limit provision stating a student regent 'shall not serve more than one year as a nonvoting student regent-designate or more than two years as a student member' was removed. The Senate version instead only addresses what happens if a student graduates during the second year of their term, allowing them to finish out the remainder.

The Senate version clarifies that there are exactly two undergraduate student regent slots (one starting in even-numbered years, one in odd-numbered years) and two graduate student regent slots (same staggered schedule). The Assembly version had ambiguous language in one slot referencing 'graduate or professional' students alongside 'undergraduate' students.

The selection consultation requirement was expanded. The Assembly version required consultation with 'the University of California Student Association and the University of California Graduate and Professional Council, or their successor organizations.' The Senate version adds 'including, but not limited to, the systemwide student associations designated as official representatives by a majority of undergraduate and graduate student governments,' broadening which student bodies can be consulted.

Several new Assembly member coauthors were added (Alanis, Castillo, Chen, Harabedian, Hoover, Macedo, Tangipa) and two Senate coauthors were added (Caballero and Umberg), indicating broader bipartisan support in the Senate.
