AB 87 California Assembly · 2025-2026 Regular Session

Housing development: density bonuses.

Summary
Existing law, commonly referred to as the Density Bonus Law, requires a city or county to provide a developer that proposes a housing development, as defined, within the city or county with a density bonus, other incentives or concessions, and waivers or reductions of development standards, as specified, if the developer agrees to construct, among other options, specified units and meets other requirements. This bill would specify that certain provisions of the Density Bonus Law do not require a city, county, or city and county to approve, grant a concession or incentive requiring approval of, or waive or reduce development standards otherwise applicable to, transient lodging as part of a housing development, except as specified. This bill would incorporate additional changes to Section 65915 of the Government Code proposed by SB 92 to be operative only if this bill and SB 92 are enacted and this bill is enacted last.

What changed between versions

10/10/25 - Chaptered AB87 · 2 edits
MINOR
The diff compares the final chaptered version of AB 87 (Chapter 486, approved October 10, 2025) against an earlier bill text version labeled simply 'AB87.' All visible changes are deletions of the chaptered formatting elements including the state authentication header, chapter number, governor approval date, and legislative counsel's digest. The substantive statutory text of Section 65915 (Density Bonus Law) appears in both versions. Because the diff is truncated (showing only 926 of 3039 lines), additional changes in the later portion could not be assessed.
TECHNICAL

Removed the chaptered document formatting: 'STATE OF CALIFORNIA AUTHENTICATED ELECTRONIC LEGAL MATERIAL' header, Chapter 486 designation, governor approval and filing dates, and the legislative counsel's digest summarizing the bill's purpose.

The comparison is between the final enacted chaptered law and an earlier working version of the bill text. No substantive policy changes are visible in the available portion; differences appear to be structural and formatting-related rather than changes to eligibility thresholds, density bonus percentages, or enforcement mechanisms.
