Solid waste: plastic microbeads: plastic glitter.

A new prohibition was added at Section 42362(c)(3) banning the sale of personal care products containing plastic glitter on and after January 1, 2030. This extends the bill's coverage beyond microbeads to include plastic glitter as a distinct category of regulated material.

The definition of 'coating' was removed from Section 42361. Previously defined as a material applied onto or impregnated into a substrate for protective, decorative, or functional purposes (including paints, sealers, stains, and varnishes), this term no longer appears in the bill.

In Section 42362(b), the introductory language changed from 'either of the following' to 'either any of the following,' a minor grammatical adjustment that does not materially alter the scope of the 2029 prohibition on abrasive microbeads in cleaning and personal care products.

The formal enrolled bill format (certificate of passage, governor's signature block, chapter number) was replaced with a web page layout including site navigation, search fields, version history links, and metadata such as vote type, appropriation status, and fiscal committee designation.

Procedural formatting changes only: removal of amendment dates, addition of legislative passage dates (Assembly June 2, 2025; Senate September 3, 2025), addition of Governor approval block, removal of line numbers, and reformatting of the legislative counsel digest. No changes to definitions, prohibitions, effective dates, penalties, or eligibility criteria.

The effective date for banning abrasive plastic microbeads in non-rinse-off personal care products and cleaning products was delayed from January 1, 2027 to January 1, 2029.

The effective date for banning non-abrasive plastic microbeads in personal care products, cleaning products, and coatings was delayed from January 1, 2028 to January 1, 2030.

'Offering for sale' was added as a prohibited activity in both new subsections (b) and (c), broadening the range of commercial conduct covered by the ban beyond just selling, distributing, and promotional offers.

The prohibition on abrasive microbeads in non-rinse-off personal care products and cleaning products was delayed from January 1, 2027 to January 1, 2029.

The prohibition on non-abrasive microbeads in personal care products and cleaning products was delayed from January 1, 2028 to January 1, 2030.

Coatings containing plastic microbeads that are not used as an abrasive were removed from the bill's prohibitions. The April 9 version would have banned such coatings starting January 1, 2028 (now 2030), but the April 21 version eliminates this category entirely.

The definition of 'coating' was removed from Section 42361, consistent with removing coatings from the bill's scope. Remaining definitions were renumbered accordingly.
