What changed between versions
Special districts, joint powers authorities, and other political subdivisions now have a later compliance deadline of January 1, 2031, instead of the previous single deadline of January 1, 2029 that applied to all local agencies.
A new exemption was added stating that K-12 public school districts are not subject to the .gov domain requirements for websites or email addresses. Previously, school districts were included in the definition of 'local agency' and would have been required to comply.
The bill was restructured from a single 'local agency' requirement into two separate tiers: one for cities/counties (2029 deadline) and one for special districts, joint powers authorities, and other political subdivisions (2031 deadline), with the .edu exception for community colleges now nested within the second tier.
