Youth Sports for All Act.

Responsibility for establishing and convening the Blue Ribbon Commission shifted from the Secretary of California Health and Human Services (and other agencies as determined by the secretary) to the State Public Health Officer, with the State Department of Public Health as the implementing department throughout the bill.
