Removed subdivision (c) which defined 'single-serve containers' as containers with a federally authorized standard fill between 50 and 500 milliliters for distilled spirits or 187 and 500 milliliters for wine. The new text simply uses the phrase 'containers not exceeding 500 milliliters in volume, whether sold individually or in multiple container packaging, that are intended to be consumed without mixing with any other substance.'

By dropping the 'standard fill' requirement tied to federal regulations (27 CFR 5.47a and 4.72), the exception now covers any container up to 500ml regardless of whether it matches a federally recognized standard size. This expands which products manufacturers and wholesalers may restock on shelves at off-sale retailers without violating tied-house restrictions.

The entire amendment to Section 25613 of the Business and Professions Code was deleted. That provision would have exempted premises operated under a beer manufacturer license from the requirement to post brand names on draught beer faucets, spigots, or outlets.

The new section explicitly lists which licensees may perform off-sale retail services: winegrowers, wine blenders, beer manufacturers, brandy manufacturers, distilled spirits manufacturers, distilled spirits manufacturer's agents, rectifiers, distilled spirits wholesalers, and beer and wine wholesalers.

New restrictions clarify that stocking permanent shelves for regular inventory replenishment is not permitted except for beer and single-serve containers of distilled spirits and wine, and that incidental touching of another licensee's brands while accessing allocated spaces is not a violation as long as those brands are not removed.
