Summary
Existing law establishes the 15-member Student Aid Commission, with prescribed membership, including 3 public members, as the primary state agency for the administration of state-authorized student financial aid programs available to students attending all segments of postsecondary education. MINOR
No substantive policy changes occurred between these two versions. The difference is purely presentational: the first version is the formal authenticated chaptered document, while the second is a web page rendering from the California Legislative Information site that includes navigation menus, search tools, and metadata panels around the same bill text.
TECHNICAL

The bill text was reformatted from a formal authenticated chaptered document (with state header and authentication language) into a web page layout that includes site navigation, quick search, bill information panels, version history links, and other website interface elements. The underlying legislative content of Section 69510 is identical in both versions.
