AB 549 California Assembly · 2025-2026 Regular Session

Emergency services: human trafficking.

Summary
The California Emergency Services Act, among other things, establishes the Office of Emergency Services within the office of the Governor, under the charge of a Director of Emergency Services appointed by the Governor. The act and other existing laws set forth the duties and authority of the office and the director, with respect to specified emergency preparedness, mitigation, and response activities within the state. This bill would require the office, in collaboration with host counties, host committees, and partners, to prepare for the planning, resourcing, management, and delivery of safety and security at the mega sporting events and official watch parties, including the 2026 FIFA World Cup games, Super Bowl LXI 2027, the Summer Olympic Games 2028, and the Paralympic Games 2028. The bill would require the office to, among other things, consider ways to increase safety around and reduce the risk of, among other things, human trafficking at the mega sporting events. The bill would require the office to enter into a memorandum of understanding with the counties hosting the mega sporting events to implement the safety and security activities mentioned above. By imposing new duties on local governmental entities, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

MODERATE
AB 549 was substantially expanded from a simple legislative intent statement into an operative bill that imposes new duties on the Office of Emergency Services to plan for safety and security at four specific mega sporting events (2026 FIFA World Cup, Super Bowl LXI 2027, Summer Olympics 2028, and Paralympic Games 2028). The amendment adds a new article to the Government Code requiring the office to collaborate with host cities, consider strategies to reduce human trafficking and other risks, and enter into memoranda of understanding with host committees by set deadlines. The bill now carries fiscal committee and state-mandated local program designations.
SCOPE

Added a new Article 6.6 (Sections 8594.20-8594.21) to the Government Code, transforming the bill from a non-operative intent statement into an operative statute imposing duties on the Office of Emergency Services.

DEFINITION

Defined 'mega sporting events' as the 2026 FIFA World Cup games, Super Bowl LXI 2027, Summer Olympic Games 2028, and Paralympic Games 2028.

REQUIREMENT

Required the Office of Emergency Services to prepare for planning, resourcing, management, and delivery of safety and security at mega sporting events and official watch parties in collaboration with host cities, host committees, and partners.

Required the office to consider specific human trafficking reduction strategies including supply chain monitoring by businesses, posting DOJ hotline notices in establishments, hotel staff training on recognizing trafficking signs, law enforcement collaboration in high-risk areas, and connecting victims to existing resources.

Required the office to also consider ways to reduce racism, sexism, other forms of discrimination, and any other safety issues at national-level sporting events.

TIMELINE

Set deadlines for entering memoranda of understanding with host cities and committees: at least 6 months before the 2026 FIFA World Cup, 1 year before Super Bowl LXI 2027, and 1 year before the Summer Olympics and Paralympic Games 2028.

FISCAL

Changed fiscal committee designation from 'no' to 'yes' and state-mandated local program designation from 'no' to 'yes', acknowledging that the new duties impose costs on local agencies that may require state reimbursement.

Added a provision requiring state reimbursement to local agencies if the Commission on State Mandates determines the bill contains state-mandated costs, pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
