Pet broker sales.

Section 122365.1(a) was corrected from 'a dog, dog under one year of age, a cat, or a rabbit' to 'a dog under one year of age, a cat, or a rabbit.' The prior language could be interpreted as banning brokers from selling all dogs regardless of age; the enrolled version clearly limits the ban to dogs under one year old.

Exemption subsection (b)(2) had a typo corrected: 'sale, transfer, or adoption of of, an animal by to a governmental agency' was cleaned up to 'sale, transfer, or adoption of, an animal to a governmental agency.'

Formatting changes throughout: removal of line numbers, elimination of struck-through amendment markup, addition of Assembly and Senate passage dates (September 8 and September 3, 2025 respectively), and standard enrolled bill layout with Governor approval block.

Section 122365(a) now prohibits a broker from 'making available for adoption' a dog, cat, or rabbit, in addition to the previously listed actions of adopting, selling, or offering for sale. This closes a gap where a broker could potentially arrange adoptions without directly selling.
