Removed the limitation that animals must have been 'impounded by a state, county, city, or city and county agency' to qualify for veterinary technician services in shelters. The bill now covers all animals housed in public or private animal shelters, humane societies, or societies for the prevention of cruelty to animals, regardless of how they came into the shelter.
