State Water Resources Control Board: emergency regulations.

The economic study requirement now explicitly requires that the board first make a finding that a nonfee emergency regulation is no longer necessary pursuant to paragraph (1) before the study obligation is triggered. Previously the study was tied to the renewal or repeal event without this explicit prerequisite finding.

The deadline for making the economic study publicly available on the board's website was changed from 'no later than 30 days before the date of the subsequent renewal, or one year from the date of the repeal' to simply 'no later than 30 days after completion.' This removes a potentially impossible deadline where publication had to occur before the study could be finished.

Page numbers were renumbered from 98 to 97 and minor formatting/spacing adjustments were made to the header block. These are non-substantive changes.

The economic study deadline changed from 'before the second renewal' to 'within 180 days of the second renewal, and any subsequent and consecutive renewal.' This means the board no longer must complete the study before renewing, but instead has 180 days after each renewal to finish it.

The requirement now applies only to 'nonfee emergency regulations' rather than all emergency regulations. Fee-based emergency regulations (those that charge fees) are excluded from the economic study mandate.

The publication deadline for making the study publicly available changed from 'no later than 30 days before the date of the subsequent renewal, or one year from the date of the repeal' to simply 'after completion.' This removes the specific time constraints on when the study must be posted.
