What changed between versions
The core obligation changed from a mandatory rate reduction ('the commission shall reduce the kilowatt-per-hour rate...by not less than 30 percent') to a reporting requirement ('the commission shall generate a report outlining recommendations to decrease the kilowatt-per-hour rate...by not less than 30 percent'). This shifts the bill from forcing action to requiring analysis and proposals.
Subsection (b) introductory language changed from 'In making the reduction' to 'In making the reduction recommendations,' aligning with the new report-based approach.
