Climate Action Plan for Transportation Infrastructure: goals.
What changed between versions
Added 'consistent with state law' after 'goals are all of the following' in Section 13989.10(b), meaning all ten CAPTI goals must now be applied in a manner consistent with other state laws, potentially limiting their reach where they conflict with existing statutory mandates.
Added a proviso at the end of goal (7) stating 'provided, while recognizing that highway expansion projects serve different purposes and as a result assessing the impacts of each project will vary based on context and project-specific analysis.' This explicitly carves out highway expansion from the general presumption against inducing vehicle miles traveled, allowing such projects to be justified on their own merits.
In goal (3) on zero-emission vehicle infrastructure, added 'Support projects,' at the beginning of the sentence, broadening the goal beyond just supporting innovation and market development to also directly supporting ZEV-related projects.
Section 2192(f)(1)(A) was restructured from a lettered subpart format (A through D) to a roman numeral format (i through iii), with minor language adjustments to the trade corridor guidelines requirements regarding addressing urgent needs, balancing port demands, and emphasizing emissions reduction.
Various drafting corrections throughout: 'For the purposes of this paragraph' changed to 'For purposes of this paragraph,' 'utilization' changed to 'usage,' double-word errors fixed (e.g., 'This This' to 'This'), and a stray 'the that' introduced in Section 13989.10(a)(1).
