The new text requires consistency with 'the electrical corporation's reasonable utility-side design, engineering, safety, and construction standards for comparable distribution and service facilities.' This broadens the reference point from EV charging tariffs specifically to the utility's general standards for comparable facilities.

A duplicate subsection (d) in Section 740.26 was corrected. The old version had two subsections labeled (d), one with content and one empty. The enrolled version properly numbers them as (d) and (e).

Changed 'a new tariff or rule' to 'a new or modified tariff or rule,' allowing utilities to modify existing tariffs rather than being required to create entirely new ones.

Added a requirement that the tariff or rule must require the electrical corporation to provide the applicant a good-faith estimate before the applicant is required to execute a line or service extension agreement or make a nonrefundable payment, including any customer contribution or costs for distribution or service facilities, system capacity, or other utility-side upgrades.

Removed the specific provision requiring electrical corporations to recover capitalized costs through periodic general rate case or other appropriate ratesetting proceedings, with the commission ensuring ratepayers are not unreasonably burdened.

Added a new subdivision giving the commission authority to adopt additional tariff provisions or modifications necessary to ensure the tariff is just and reasonable and protects nonparticipating ratepayers from unreasonable cost shifts, provided those provisions do not prohibit an eligible heavy-duty hydrogen refueling station from receiving service through a dedicated revenue meter where safety and reliability criteria are met.

Added clarifying language about design standards, specifying 'the electrical corporation's reasonable utility-side design, engineering, safety, and construction standards for comparable distribution and service facilities' in addition to the existing reference to electric vehicle infrastructure tariff standards.
