Removed subdivision (d) of Section 35179.8, which required CIF to revise guidelines for schools in extreme desert climates within Region Category 3 to permit outdoor practices and contests up to a WBGT of 93.5 degrees Fahrenheit (up from the current 92.1 degree prohibition).

Removed legislative finding (d) from Section 1, which stated that establishing a specialized regional category for extreme desert climates allowing outdoor practices up to WBGT of 93.5 would better balance pupil health protections with practical considerations.

Removed the list of mandatory additional safety measures that would have been required for schools operating at the higher threshold, including hydration breaks every 15 minutes, reduced practice intensity and duration, onsite monitoring by trained personnel, enhanced heat acclimatization protocols, and availability of shaded rest areas and cooling measures.

Removed the provision establishing 93.5 degrees Fahrenheit as a floor - the threshold could be raised above that level based on peer-reviewed research but could not be lowered below it.

Removed the requirement that CIF define eligibility for the elevated desert climate threshold based on objective climatic data such as average summer WBGT readings, historical temperature patterns, or other scientifically validated criteria.

New subdivision (a)(2) requires the CIF to review and update heat illness guidelines, procedures, and safety standards on or before July 1, 2027, and annually thereafter, with special consideration for regions of the state with higher average temperatures.

The original single deadline (develop guidelines by July 1, 2024) is now supplemented by a recurring annual review cycle beginning July 1, 2027, creating a continuous update obligation rather than a one-time requirement.
