Beverage containers: recycling: glass: quality incentive payments.

A new subparagraph (ii) caps quality incentive payments to non-beverage-container manufacturers at up to $30 per ton, as determined by the department.

Payments to non-beverage-container manufacturers are limited to material that would otherwise qualify for quality incentive payments under subparagraph (A), meaning it must be color-sorted glass collected through curbside or dropoff programs.

The purpose of the expanded payments is now explicitly limited to 'the manufacturing of glass products in the state that are not beverage containers,' narrowing the scope compared to the Assembly version which did not include this restriction.

The funding source is more precisely identified as 'the annual appropriation under paragraph (7) of subdivision (a) of Section 14581' rather than a general reference to remaining funds, and the timing is clarified as 'following the second biannual disbursement' instead of simply 'biannual.'

The bill text was reformatted from a formal enrolled legislative document (with page headers, signature blocks, and chapter number placeholder) into a web-based presentation format. All substantive provisions of Section 14549.1 remain identical in both versions.

Quality incentive payments for additional entities are now limited to empty glass beverage containers that are substantially free from contamination and used by other manufacturers in the state, rather than any entity. This narrows who can receive leftover funds after primary disbursements.
