Childcare: mental health consultation services.

In Section 10281, 'classroom observation tool' was changed to 'observation tool' and 'classroom environment' was changed to 'environment,' broadening the requirement to apply to all childcare settings rather than only classroom-based ones.

In Section 10281, 'each classroom setting receiving early childhood mental health consultation service' was changed to 'each setting receiving early childhood mental health consultation service,' explicitly extending the observation requirement to non-classroom childcare environments such as family childcare homes.

In Section 10281, planning of observations may now be done 'with the provider' instead of 'with the classroom team,' giving providers (not just classroom staff) a role in selecting tools, observers, and timing.

The legislative counsel's digest was updated to accurately reflect the current statutory text, replacing outdated references to twice-per-year mental health assessments and buffering factors screening with the actual requirement of a classroom observation tool administered at least once per school or program year.

Resolved a drafting error where two competing sentences ('This model shall include, but not be limited to' and 'The early childhood mental health consultation service model shall incorporate both of the following') appeared in sequence. The amended version uses only the cleaner second formulation.

Fixed a garbled sentence in the classroom observation tool requirement that read 'The early childhood mental health consultation service be informed by an An early care and education classroom observation tool.' Now reads cleanly as 'An early care and education classroom observation tool that includes measures on the classroom environment, social-emotional learning climate, and teacher and child interactions.'

In Section 10281(b)(3)(A)(i), specified that 'Classroom Environment assessment tools required by the department may be used to fulfill this requirement,' naming the specific tool category rather than leaving it generic.

The requirement that the classroom observation tool be used 'in consultation with the classroom team or childcare provider' is removed.
