What changed between versions
Section 4519.10 (rate reform) is removed from the bill. This eliminates phased rate increases beginning April 2022 and January 2023, a quality incentive program, requirements that providers use rate increases for direct care staff wages and benefits, and the associated fiscal impact of approximately $1.1 billion from the General Fund.
In Section 4511.5, the billing guidance requirement now refers to 'compensation associated with the training' rather than 'a pay differential compensation associated with the training,' removing the specific reference to a pay differential structure.
The requirement that any proposed or active pay differential associated with the training be included in the rate model review pursuant to Section 4519.11 is deleted from Section 4511.5.
Minor drafting corrections: a stray word 'in' was removed from Section 4511.5(b)(3), a duplicate word 'backgrounds' was removed from the stakeholder definition, and 'wind down winddown' was corrected to 'winddown' in Section 4474.17.
