New Section 1.5 rewrites Section 4474.17 of the Welfare and Institutions Code, expanding the quarterly briefing requirements to include progress on closing disparity gaps via the department's equity dashboard, more specific deidentified per capita expenditure data broken down by race, ethnicity, residence type, and age, and a reference to Section 4418.25 for community placement plans.

New Section 5 creates a conditional operative mechanism: if both AB 2414 and AB 175 or SB 175 are enacted and effective by January 1, 2027, and both amend Section 4474.17, then AB 2414's version of that section becomes operative only after the other bill is enacted last, preventing conflicting amendments.

The requirement for the department to develop billing guidance by April 1, 2027 to facilitate compensation associated with direct support professional training was removed from both the bill summary and Section 4511.5.

The fiscal committee vote changed from 'yes' to 'no,' indicating the bill no longer carries a fiscal committee recommendation for appropriation, consistent with the removal of the billing guidance deadline that was tied to an appropriation in the annual Budget Act.

An empty subdivision (d) in Section 4511.5 was removed as a drafting cleanup. The appropriation clause remains as subdivision (e).

Minor grammatical and formatting fixes: 'wind down' changed to 'winddown,' 'wrap-around' changed to 'wraparound,' and an added 'and' in the stakeholder definition for clarity.
