Vehicles: electric bicycles and speed limits.

Removed Section 21214.9, which would have prohibited persons under 16 years of age from riding an electric bicycle at a speed greater than 15 miles per hour on a highway or bicycle path, and included a provision limiting peace officers to issuing only warning citations for that violation until December 31, 2027.

In Section 21214.8, the phrase 'sign sight distance challenges' was changed to 'sight distance challenges,' removing the word 'sign' as a minor drafting correction.

Sections were renumbered throughout (former Sections 4, 5, and 6 became Sections 3, 4, and 5) to account for the deletion of Section 21214.9.

Speedometer requirement narrowed from all class 1 and class 2 electric bicycles to only class 2 electric bicycles manufactured, sold, or offered for sale on or after January 1, 2029.

Multiuse trail speed limit options narrowed: local authorities can now set limits of 15 or 20 mph generally, with 10 mph available only in limited areas with high pedestrian volumes or sign sight distance challenges (previously 10, 15, or 20 mph were all available as general options).

Replaced the civil penalty scheme (up to $15,000 first violation, up to $50,000 subsequent, brought by Attorney General or local prosecutors) with a standard infraction structure: up to $500 for a first conviction, up to $750 for a second within three years, and up to $1,000 for a third within five years of two prior convictions.

Removed the requirement that manufacturers and distributors include a written description of California's electric bicycle laws with the bicycle's packaging provided to the consumer.

Added a new point-of-sale disclosure item requiring sellers to provide a recommendation that persons under 16 years of age should not ride an electric bicycle at a speed greater than 15 miles per hour.

Changed 'sign distance challenges' to 'sign sight distance challenges' for clarity, and renumbered sections throughout the bill.

Front lamp requirement for e-bikes changed from 'integrated front lamp' to 'integrated or detachable front lamp,' allowing aftermarket or clip-on lights to satisfy the law.

Rear lamp visibility distance increased from 300 feet to 500 feet behind the bicycle.

Local authorities may now set a 10 mph speed limit on bicycle paths and multiuse trails in limited areas with high pedestrian volumes or sign distance challenges, in addition to the existing 15 and 20 mph options.

Sidewalk prima facie speed limit raised from 5 mph to 10 mph, and the separate 15 mph Class IV bikeway provision was removed from the bill entirely.

The bill no longer amends the existing Section 22352 (which contained multiple speed limit categories including school zones and senior centers). Instead, it adds a standalone Section 22352.1 covering only the sidewalk speed limit, removing the complex amendments to the broader speed limit framework.

New grandfather clause: any speed limit on a bicycle path or multiuse trail established prior to January 1, 2027, shall remain in effect regardless of the new provisions.

The under-16 e-bike speed restriction (no riding above 15 mph on highways or bicycle paths) no longer includes an exception for riders who possess an instruction permit issued by the DMV.

Peace officers are required to issue only warning citations for under-16 e-bike speed violations until December 31, 2027, providing a two-year enforcement grace period.

New Section 12810.1 provides that no violation point count shall be given for a conviction of a violation of Section 22352.1, meaning sidewalk speed violations will not count against a driver's record for suspension or revocation purposes.
