Electric bicycles: Attorney General list.
What changed between versions
The responsible agency for compiling and maintaining the list changed from the California Highway Patrol to the Attorney General. A new Section 12525.6 was added to the Government Code assigning this duty to the AG, while the existing Vehicle Code Section 2425 for CHP was retained with simplified language.
The definition of what goes on the list was narrowed. The prior version covered both (1) e-bikes and products that fail labeling or advertising statutory/regulatory requirements AND (2) two-wheeled devices that do not fit a single class definition. The amended version only covers electric two-wheeled devices that do not comply with the definition of any single class of electric bicycles, dropping the broader labeling/advertising compliance category.
The new Government Code section explicitly cross-references Section 312.5 of the Vehicle Code for the class definitions, making the inter-code dependency clearer than the prior version.
