Replaced with a simpler single-sentence section stating implementation is contingent upon appropriation.

Removed the provision requiring first-round grants to be awarded within nine months of appropriation or enactment (whichever is later) and annual grants thereafter on a timeline determined by the department.

Assembly Member Krell was added as a coauthor alongside Aguiar-Curry and Bonta.
