Quorum requirement increased from 7 to 9 voting members to reflect the larger commission size.

Annual reporting deadline clarified with a specific start date: reports are due on or before December 1, 2028, and annually thereafter, rather than simply 'December 1 of each year' without a defined beginning.

Diversity requirement for appointed members expanded from 'geographic, demographic, and district-type diversity' to 'geographic, demographic, and district-type local educational agency-type diversity,' broadening the types of institutional diversity considered.
