Tribal gaming: compact ratification.

The tribal gaming compact ratification was restructured from an amendment to existing Section 12012.79 (which ratified the original 2016 compact) into a new standalone section, 12012.126, that specifically ratifies the first amendment to the compact executed on July 13, 2026.

The CEQA exemption for intergovernmental agreements with state agencies was broadened from only the Department of Transportation to 'the Department of Transportation, or other state agency.' The non-exemption carve-out was also expanded to include 'any state agency or local jurisdiction' rather than just the DOT.

The Assembly version's CEQA exemption for 'the sale of compact assets' and 'the creation of the special purpose trust established pursuant to Section 63048.65' was removed in the Senate version.

An urgency clause was added declaring the bill an urgency statute under Article IV of the California Constitution, making it take effect immediately rather than on January 1. The stated justification is to enhance economic development and self-sufficiency of the Agua Caliente Band at the earliest possible time.

The required legislative vote changed from a simple majority to a two-thirds supermajority, making passage more difficult and signaling greater political consensus is needed for this compact amendment.

Minor wording cleanups in Section 19819 (Gambling Control Commission website posting requirement), including fixing duplicated words ('office. office' to 'office') and removing a redundant clause ('documents, which documents that are filed' to 'documents that are filed').

New Section 1 amends Business and Professions Code Section 19819 to require the Gambling Control Commission to post a public record of every vote on its internet website no later than the close of business on the second business day after the meeting at which the vote was taken. The section also codifies existing provisions about the commission's office location, quorum requirements, and an exemption from public disclosure for documents filed by the department to evaluate applicant qualifications.

In the tribal gaming compact ratification provision (Government Code Section 12012.79), a typo was corrected: 'an any amendment' was changed to 'any amendment' in subdivision (b)(1)(A).
