Section 63089.102(c) was deleted entirely. It had stated that it is the Legislature's intent to include provisions relating to the prioritization and review of applications received under the program. Its removal means the enrolled bill no longer signals an expectation that future legislation will address how applications are ranked or reviewed.
In Section 63089.100(f), the phrase 'the Legislature finds and declares that' was removed from the beginning of the sentence, leaving simply 'Therefore, California's offsite construction industry must be stabilized and scaled...'. This is a minor stylistic tightening with no policy effect.
A blank placeholder ('____') before '90 percent' in Section 63089.102(b)(2) was removed, leaving the fixed 90 percent coverage figure. This appears to be a formatting cleanup from an earlier draft stage.
