Affordable Housing and High Road Jobs Act of 2022: use by right: objective standards.

A duplicated word in the bill summary is corrected: 'mixed-use development development' becomes 'mixed-use development.'

The definition of 'very low vehicle travel area' now points to paragraph (6) of subdivision (b) of Section 65589.5.1 instead of the broader Section 65589.5.1, making the cross-reference more precise.

The 'use by right' definition in Section 65912.101(y)(2) was simplified from 'including a local or state permit or approval any permits required for the development project' to 'including any permits required for the development project,' removing what appears to have been a drafting error with two overlapping phrases.

The bill digest was substantially shortened. A multi-paragraph explanation of CEQA requirements (environmental impact reports, negative declarations, mitigated negative declarations) and a detailed description of how the 'use by right' definition would change were removed and replaced with a single sentence stating the bill makes nonsubstantive changes to definition provisions.

The digest reference to mixed-use development was changed from 'mixed-use development in a housing development project' to 'mixed-use development development, as defined, in a housing development project,' adding an explicit cross-reference to a definition.

Section 65912.124(h)(3) was fixed from the garbled 'The objective standards shall not preclude do any of the following' to 'The objective standards shall not do any of the following,' and subparagraph (A) had redundant trailing language ('and shall not require (b)') removed.

Section 65912.123(d) changed from 'The property development project meets the following standards' to 'The development project meets the following standards,' removing the unnecessary word 'property.'
