California Native Americans: formal apology.

The chapter title and citation name were shortened from 'California State Legislature's Formal Apology to California Native Americans Rowena Mae Ramos Act' to 'Rowena Mae Ramos Act' in both the chapter heading and Section 8304(a).

Section 8304.3(a) had a duplicate cross-reference ('Sections 8304.1 and 8304.2 8304.2') corrected to 'Sections 8304.1 and 8304.2.'

Standard enrolled bill formatting changes: removal of line-number markers, addition of the Governor's approval block at the end, renumbering of pages from 97 to 96, and removal of the duplicate 'bill bill' typo in the legislative counsel's digest.

The bill is now formally titled the 'Rowena Mae Ramos Act,' added to both the chapter heading and the statutory citation in Section 8304(a).

New Section 8304(b) adds a biographical tribute describing Rowena Mae Ramos as a beloved elder of the Yuhaaviatam of San Manuel Nation, noting her cultural pride, generosity, service, and role in passing down family songs and history to future generations.

The new version reduces these to just two goals: ensuring ADA compliance and safety, and developing a long-term maintenance plan. This removes explicit CEQA and detailed construction review obligations from the statute.

Various capitalization corrections (e.g., 'white' to 'White'), typo fixes ('wilfully' to 'willfully', 'governor' to 'Governor'), punctuation cleanups, and reformatting of line numbers throughout the bill.

Section 8304.3(b) now requires the Department of General Services to 'plan and install' the plaque, adding an explicit installation duty that was previously only implied.

Section 8304.3(c) was restructured from five flat review tasks into two main goals: goal (1) encompasses the original five design review and compliance tasks, and goal (2) is a new requirement to 'develop a maintenance plan for the long-term maintenance of the plaque.'

Assembly Members Jackson and Lowenthal were added as coauthors, and Senator Umberg was added as a Senate coauthor, indicating the bill gained broader legislative support including from the Senate.
