The defined term in Section 54916(c) changes from 'housing pilot project' to 'social housing development,' reframing the program's output from a limited pilot concept to a broader social housing category. Part 19 of the Health and Safety Code is now titled 'Surplus Public Land Housing Pilot Social Housing Strategy and Implementation Program' rather than just 'Surplus Public Land Housing Pilot,' explicitly incorporating the social housing strategy component into the statutory name.

The department may develop housing pilot projects directly or in partnership with local public entities, public housing authorities, nonprofit housing developers, or mission-driven private entities.

Units in housing pilot projects are eligible to be counted by a jurisdiction toward its share of the regional housing needs assessment under the Housing Element Law.

Housing pilot projects must be a use by right and ministerially approved if they meet local objective planning and zoning standards, and are exempt from discretionary review. CEQA is not altered but projects qualifying for existing statutory or categorical exemptions may rely on them.

The department must submit annual reports to the Legislature beginning January 1, 2031, covering parcels utilized, units produced, funding sources, partnerships formed, and recommendations for expansion. The reporting requirement is repealed on January 1, 2035.

Upon legislative appropriation, the department may use legislative appropriations, existing housing funds, local contributions, federal funds, and bond financing to implement the program. Fiscal committee review changed from 'no' to 'yes,' indicating a fiscal impact.
