The legislative counsel's digest had a typo corrected ('would would' changed to 'would') and the lines 'Vote: majority. Appropriation: yes. Fiscal committee: yes. State-mandated local program: no.' were reduced to just 'Appropriation: yes.' per standard enrolled bill formatting.

The definition of 'covered active duty' is expanded in the new operative section to include training (not just deployment) for regular Armed Forces members, and to remove the foreign-country requirement. For reserve components including the National Guard, it now covers training or a call or order to federal or state active duty, rather than only deployment to a foreign country under a federal call or order.

A new sunset/transition mechanism is introduced: the existing Section 3302.1 will be repealed when Section 3301.5 is incorporated into EDD's integrated claims management system (EDDNext project) or on July 1, 2028, whichever occurs sooner. A replacement section becomes operative on that same date.

A new Section 3302.1 is added to the Unemployment Insurance Code as a permanent replacement for the sunsetting version, containing the expanded definitions and the same disability benefit period rules (family care leave aggregation and pregnancy/bonding combination).
