What changed between versions
Delivery seller age-verification requirements were restructured. The old version required ALL delivery sellers to use a shipping method that mandated both adult signature and photo ID at delivery as a standalone mandatory requirement, plus additional order-level verification. The enrolled version consolidates this into a single provision requiring either (i) obtaining the buyer's full name, birth date, and address and verifying through a commercially available government-source database, or (ii) requiring an adult 18+ to sign for delivery and present photo ID - or both. This gives online retailers flexibility in how they verify age rather than mandating one specific physical-delivery method.
The cross-reference in subsection (c)(2) regarding database independence was updated from the confusingly nested 'clause (ii) (i) of subparagraph (C) (B)' to the cleaner 'clause (i) of subparagraph (B) of paragraph (1),' reflecting the restructured numbering.
