AB 2010 California Assembly · 2025-2026 Regular Session

Veterinary medicine: veterinary surgery premises: spay and neuter services.

Summary
Existing law, the Veterinary Medicine Practice Act, establishes the California Veterinary Medical Board to license and regulate the practice of veterinary medicine. The act requires all premises where veterinary medicine, veterinary dentistry, or veterinary surgery is being practiced to be kept clean and sanitary at all times and conform to minimum standards established by the board. This bill would specify that high-volume spay or neuter services, as defined, shall not be required to be performed in a separate surgical room. The bill would make related findings and declarations.

MODERATE
The enrolled version of AB 2010 makes several substantive changes to the veterinary surgery exemption for high-volume spay and neuter services. It removes a list of specific facility standards that were previously exempted (now only the separate surgical room requirement is exempted), removes location restrictions that limited the exemption to registered premises or temporary settings, drops the undefined term 'high-quality' from the service description, and removes language requiring veterinarian supervision of presurgical preparation and recovery from the definition.
SCOPE

The exemption no longer enumerates multiple facility standards (separate room for aseptic procedures, prohibition on open shelving, radiograph viewing equipment). It now only exempts high-volume spay or neuter services from the requirement to be performed in a separate surgical room, narrowing the scope of what is exempted.

Removed the limitation that the exemption only applied to services 'performed either in a registered veterinary premises, or by a veterinarian employed or contracted with a veterinary premises in a temporary setting.' The exemption now applies regardless of where the service is performed.

DEFINITION

The term 'high-quality' was removed from 'high-quality, high-volume spay or neuter services,' leaving only 'high-volume spay or neuter services.' This removes an undefined qualifier that could have created ambiguity.

Removed the phrase 'including the supervision by the veterinarian of presurgical preparation and recovery of the animals' from the definition of high-volume spay or neuter services, simplifying what qualifies as such a service.
