California Child Poverty Reduction Advisory Council.

The council's core duties were substantially narrowed. Removed mandates included: evaluating impacts of specific policy proposals (refundable tax credits, guaranteed income, childcare, housing, etc.), submitting budget analyses within 10 days of the Governor's Budget and May Revision, reviewing major budget changes within 90 days of enactment, analyzing pending legislation on request, and holding at least four regional public hearings. These were replaced with a requirement to determine metrics/considerations and apply them at least once per year to one policy proposal and one state program, posting results online.

The digest and bill text now reference the council as established within both the California Health and Human Services Agency and the State Department of Social Services, clarifying the administrative home.

A new Section 20004 adds a sunset provision: the entire division becomes inoperative on July 1, 2030, and is repealed as of January 1, 2031. This gives the council roughly three years of operation.

Council membership increased from 18 to 19 members. The Governor's appointments rose from 14 to 15. The seat previously reserved for 'First 5 Association of California' was broadened to 'a county organization focused on ending child poverty, including, but not limited to, the First 5 Association of California or a County Children's Cabinet.'

The reporting schedule was simplified from three reports (initial report by July 1, 2027; comprehensive recommendations by January 1, 2028; progress report every two years beginning July 1, 2029) to two reports (initial report by July 1, 2027; progress report by January 1, 2030).

New Section 20000(d) requires the State Department of Social Services to assist the council in carrying out its duties 'to the extent that funding is available,' introducing a funding-availability condition on administrative support.

The council's core mission shifted from broad policy analysis (evaluating specific proposals, analyzing budgets on tight deadlines, reviewing pending legislation) to a more planning- and coordination-focused role centered on reducing redundancy among existing child poverty commissions and developing measurement metrics.

New duty requiring the council to determine where there is overlap of existing child poverty reduction or child welfare commissions and reports, and to develop a comprehensive plan for reducing redundancy with annual benchmarks toward the 50 percent reduction goal.

New duty to determine metrics measuring whether policy proposals, budget provisions, or pending legislation increase or decrease child poverty, as well as administrative burdens on families with children.

Removed the requirement to hold at least four regional public hearings, including during nontraditional hours to maximize participation by working families.

New requirement that the council meet at least quarterly.

Council membership increased from 18 to 19 members; Governor's appointments increased from 14 to 15. Two new required seats added: a representative from the Department of Finance and a representative from First 5 Association of California.

Agency and organization representatives on the council must now have authority to make executive decisions on behalf of their agency or organization, raising the seniority level of required appointees.
