California Community Schools Partnership Program: Promise Neighborhoods.
What changed between versions
The entire California Coordinated Neighborhood and Community Schools Incentive Grant Program (Welfare and Institutions Code Sections 8300-8311) was deleted. This program would have provided competitive grants for 2026-27 and 2027-28 to neighborhood partnerships, Promise Neighborhoods, and regional partnerships to support educational outcomes, reduce child poverty, and advance economic mobility. It included provisions for application processes, performance standards, annual reporting with disaggregated data, guaranteed income payments exempt from means-tested program eligibility, and data privacy requirements.
A new Section 3.5 was added that amends Section 8903 of the Education Code to incorporate additional changes proposed by AB 133 or SB 133, operative only if this bill and either AB 133 or SB 133 are enacted and this bill is enacted last. This creates a conditional amendment mechanism tied to companion legislation.
The appropriation determination changed from 'no' to 'yes,' reflecting that the bill still makes an appropriation by expanding purposes for previously appropriated community schools funds, even though the new separate grant program was removed.
Multiple coauthors were added (Assembly Members Alvarez, Jackson, Ahrens, Bryan, Connolly, Haney, Ortega, Ransom; Senators Ashby, Arreguin, Perez), and a typo in Section 8903(f) was corrected where 'schoolsites. schoolsites' was fixed to a single 'schoolsites.'
