2028 Olympic and Paralympic Games.

The bill now specifically addresses the 2028 Olympic and Paralympic Games in Los Angeles, adding provisions across five different codes (Business and Professions, Health and Safety, Penal, and Revenue and Taxation) that were entirely absent from the introduced version.

Adds Business and Professions Code Section 18657 exempting contests conducted under IOC or IPC supervision from State Athletic Commission licensing requirements. Inoperative after December 31, 2028 or conclusion of the Games, whichever is later.

Adds Penal Code Section 29615.1 exempting minors from the firearm possession prohibition (Section 29610) when actively engaged in or traveling to/from Olympic shooting events, accompanied by a responsible adult (team official, NOC/NPC member, or legal representative), holding an accredited credential, and using the firearm for a competitive or training event. Operative July 1, 2027; inoperative after October 1, 2028 or conclusion of Games.

Adds Penal Code Section 30300.1 exempting ammunition sales to Olympic competitors from the recording and Department of Justice verification requirements of Section 30300. Competitors must present an accredited credential, be accompanied by a responsible adult, and the vendor must verify identity via bona fide evidence, foreign passport, or travel document.

Adds Penal Code Section 30352.1 exempting ammunition sales to Olympic competitors from age-based sale prohibitions (under 18 for all ammunition, under 21 for specified ammunition) in Section 30352. Same credential and identity verification requirements apply.

Adds Health and Safety Code Section 18941.19 governing temporary structures (tents, membrane structures, temporary special event structures) at Olympic venues. Structures governed by 2025 California Building Standards Code, exempt from local amendments. Installation periods: up to 360 days (extendable to 540) for general temporary structures; up to 180 days (extendable to 360) for tents/membrane structures under Fire Code; six consecutive weeks threshold for temporary special event structures triggering full Building Code compliance. In effect only until January 1, 2029.

Requires the State Fire Marshal to establish a task group to review requests from the Olympic Organizing Committee for alternate means of protection for fire and panic safety. The task group includes representatives from fire departments in each jurisdiction with an Olympic venue, an IOC representative, and others as determined by the Fire Marshal. Local agencies deviating from task group recommendations must provide written findings explaining why the departure is necessary.

Amends Penal Code Section 30515 (assault weapon definition) to expand the existing Olympic pistol exemption to include Paralympic target shooting pistols sanctioned by the LA Organizing Committee and International Paralympic Committee. Requires DOJ to supplement the list of exempted competitive pistols by June 30, 2028, in coordination with the LA Organizing Committee (which must submit recommendations by June 19, 2028). Regulations implementing this are designated as emergency regulations.

Amends Penal Code Section 32105 (unsafe handgun provisions) to expand the existing Olympic pistol exemption to include Paralympic target shooting pistols. Same June 30, 2028 deadline for DOJ to supplement the list of exempted pistols based on LA Organizing Committee recommendations.

Makes an appropriation of $100,000 to the Department of Justice for administrative costs related to administering the competitive pistol exemption provisions.

Adds Revenue and Taxation Code provisions ensuring that a qualified motion picture filmed on a soundstage that was subleased to an organization associated with the LA 2028 Games (making it unavailable) is still deemed filmed at a certified studio construction project if shot at a qualified alternative soundstage. Applies to soundstages leased on or before September 1, 2026.

The bill now takes effect immediately as an appropriation-related budget bill (changed from no appropriation to yes appropriation, no fiscal committee to yes fiscal committee, no state-mandated local program to yes state-mandated local program). Multiple provisions have sunset dates: most expire January 1, 2029; firearm/ammunition exemptions operate from July 1, 2027 through October 1, 2028 or conclusion of the Games.
