The Legislature expresses intent to collaborate with Alpine, Mono, and San Mateo counties and their cities to develop solutions to vehicle license fee revenue shortfalls, with any solution operative beginning in fiscal year 2027-28 and applicable to all counties and cities experiencing such shortfalls.

Multiple bond debt limits were reduced: Public Library Construction Bond Act of 2000 by $5,040,000; K-12 School Facilities Bond Act of 1998 by $35,000; Voting Modernization Bond Act of 2002 by $10,430,000; Veterans' Homes Bond Act of 2000 by $975,000; New Prison Construction Bond Acts of 1988 and 1990 by $1,245,000 and $605,000 respectively; and Safe Neighborhood Parks Bond Act of 2000 by $8,025,000.

Appropriation changed from 'no' to 'yes', fiscal committee approval changed from 'no' to 'yes', and state-mandated local program changed from 'no' to 'yes', reflecting the bill's new substantive obligations on local entities.

The Secretary of State is prohibited from accepting new applications to the Victims of Corporate Fraud Compensation Fund and must wind down the fund, providing annual updates to the Legislature starting February 1, 2027 until all outstanding claims are paid. Future funding for other purposes requires a new appropriation in the annual Budget Act.

The middle-mile broadband network contract threshold is narrowed: the $8 million Director of Finance approval requirement now applies only to contracts 'for operation of' the network rather than all related contracts. A new requirement mandates a California-based nonprofit third-party administrator and a 30-day notification period to the Joint Legislative Budget Committee before approval.

The State Leadership Accountability Act is fully repealed and recast. The review cycle changes from biennial to annual, the focus shifts to 'risk management system and internal control,' the Department of Finance becomes the primary oversight body (replacing multi-agency reporting), reports must be publicly posted within five business days of acceptance, and DOF must create noncompliance reports for entities that fail to comply.

The POST public records exemption for peace officer personnel files is extended from January 1, 2027 to January 1, 2028, and new 10-day deadlines are imposed on POST to forward disclosure requests and on agencies to request copies of records from POST.

The deadline for the Director of General Services to sell or exchange Camp Coombs property to Napa County is extended from January 1, 2026 to June 30, 2028.

California Education Learning Laboratory grant funding is clarified to be awarded specifically to public postsecondary educational institutions geographically located in California, with recipients including institutions in both northern and southern California.
