Video imaging of parking violations.

Removed the requirement that a public transit operator which implemented an automated enforcement system prior to January 1, 2027 but had not yet provided its evaluation report must submit it by January 1, 2033. This eliminates a backstop deadline for operators who were already in operation but behind on their legislative reporting obligation.

The bill title changed from 'amend and repeal' to simply 'amend' Sections 40240, 40240.5, and 40241 of the Vehicle Code, meaning existing sections are no longer repealed but only modified.

The general transit operator provision in Section 40240(h) now prohibits implementing a 'new' program on or after January 1, 2032 (adding the word 'new'), which could allow existing programs to continue operating past that date.
