California State Nonprofit Security Grant Program.

A new cap limits security spending for offsite events to $25,000 of the grant funds awarded to an applicant.

Offsite events must now be consistent with the nonprofit organization's mission, belief, and ideology to qualify for security funding, adding a new eligibility requirement not present in the Assembly version.

A new subdivision (i) defines 'security for onsite or offsite events' to include security guards, temporary security infrastructure, surveillance and screening equipment, access control measures, emergency response coordination, and other reasonable and necessary measures to prevent, deter, or respond to threats of violence or hate-motivated incidents.

A new provision prohibits the Office of Emergency Services from imposing monetary and percentile limits on any individual eligible security enhancement, except as expressly provided in the statute. This prevents the administering agency from unilaterally restricting how grant recipients spend their funds on specific security items.

The fiscal committee vote changed from 'no' to 'yes,' indicating the Senate fiscal committee now supports the bill's budgetary implications.

The program now explicitly covers 'events hosted by nonprofit organizations' in addition to physical locations like schools, clinics, churches, and community centers. This broadens eligibility beyond fixed sites to include gatherings and events.

A new subparagraph (C) under subdivision (b)(1) prohibits the program from limiting a nonprofit organization without a physical site from being eligible for funding for offsite events at high risk of violent attacks or hate crimes. This protects virtual or online nonprofits that host in-person events.

A new item (v) was added to the list of authorized security enhancements: 'Security for onsite or offsite events hosted by a nonprofit organization.' The previous catch-all provision was renumbered from (v) to (vi).
