Subdivision (d)(5) was restructured to explicitly list 'a charter city' as a covered entity, making it unambiguous that charter cities must comply with the 180-day public notice, document access, and public comment requirements for private immigration detention facilities.

A new Section 2 was added declaring that ensuring public input on private detention centers is a matter of statewide concern under Section 5 of Article XI of the California Constitution, not a municipal affair.
