Housing.

Requires the California Debt Limit Allocation Committee to dedicate a minimum of 90% of the state ceiling to qualified residential rental projects from January 1, 2027 through January 1, 2037, with a reserve mechanism allocating at least half (later 40-50%) to projects funded by the Housing Development and Finance Committee.

Appropriates $900 million for Round 7 of the Homeless Housing, Assistance, and Prevention (HHAP) program, administered as additional disbursements of Round 6, with a two-part 50% disbursement structure and a final report deadline of April 1, 2034.

Creates a Disaster Rebuilding Assistance Program at the California Housing Finance Agency and a continuously appropriated Disaster Rebuilding Fund in the State Treasury to support construction, reconstruction, and renovation loans for properties damaged or destroyed in qualified disasters.

Creates new Chapter 3.1 of the Health and Safety Code requiring state housing entities to consider quantifiable in-kind local contributions (such as waivers or reductions of development impact fees) when awarding competitive multifamily affordable housing funding for new construction. Applies to notices of funding opportunity issued after July 1, 2027.

Changes HHAP performance measures to require tracking the number of people experiencing homelessness accessing services and demographic data (age, gender, race, ethnicity) for each measure, replacing prior definitive metrics for reducing homelessness counts.

Changes the Multifamily Housing Program rehabilitation project eligibility from a debt service test (loan must be necessary to avoid increases in monthly debt service) to a requirement that the department prioritize loans that extend affordability and reduce displacement risk for lower income households.

Splits administration of the Affordable Housing and Sustainable Communities (AHSC) Program between the Strategic Growth Council (Sustainable Communities Allocation for infrastructure and community improvements) and the new Housing Development and Finance Committee (Housing Allocation focused on infill housing), effective for funding rounds initiated on or after July 1, 2026.

Expands the categories of building code changes the California Building Standards Commission may adopt between triennial editions to include modifications relating to health facilities (hospitals, clinics, and related facilities).

Establishes the California Interagency Council on Homelessness as an independent entity within the new California Housing and Homelessness Agency, requiring it to adopt and periodically publish system performance measures including age, racial, and ethnic disparities.

Expands eligibility for the Joe Serna, Jr. Farmworker Housing Grant Program by removing a limitation that allowed HDCD to override USDA determinations of household eligibility based on housing cost-to-income ratio.

Amends the State Housing Law to provide that equal access requirements for affordable units in mixed-income structures do not apply to age-restricted units in developments that include a licensed residential care facility for the elderly.

Requires the Housing Development and Finance Executive Committee to prepare an annual demand survey beginning in 2028 to assess demand for its housing bond allocation, which can automatically increase the bond reserve from 40% to 50% if demonstrated demand exceeds the baseline.
