What changed between versions
Removed the requirement that local educational agencies provide at least 3 staff members with annual evidence-based training on human trafficking and online safety. The Senate version specified that at least 2 of those staff should be school counselors, nurses, social workers, or psychologists, and at least 1 should be a certified classroom teacher. This entire staffing and training mandate is gone in the enrolled version.
Changed from permissive language ('may include curriculum developed by input from community-based organizations') to mandatory language ('include input from community-based organizations with demonstrated evidence of effectiveness'). This makes community organization involvement in curriculum development a requirement rather than an option.
Removed the 'recommendations' framing throughout the bill. The Senate version repeatedly used phrases like 'recommendations content' and 'recommended instruction,' while the enrolled version uses more direct language about what content shall be included, simplifying the statutory structure.
