The mandatory requirement for CDPH to 'establish a two-year pilot program' was removed entirely. In its place, the bill now states that 'the Legislature encourages' UCLA to expand the food insecurity portion of CHIS and make data available.

A new Section 28050 was added containing legislative findings and declarations stating that food insecurity is an 'urgent, nutrition-related health crisis' and that CHIS is a 'critical measure of food insecurity in California.'

New language was added stating: 'Nothing in this section shall be construed to require the appropriation of state funds or create an entitlement to state funding,' explicitly disclaiming any fiscal obligation.

The specific implementation timeline (2027 and 2028 calendar years, or two subsequent years based on when appropriation is made available) was removed along with the mandatory pilot program structure.

The condition that the section would not apply to UCLA unless the Regents of the University of California adopted a resolution making it applicable was removed, as was the requirement for a legislative appropriation as a precondition.

New subparagraph (d)(1)(B) states the Legislature's intent that any appropriation for the pilot program consist of moneys from grants or other contributions from local, private, or philanthropic sources, signaling the bill does not rely on state general fund money.

Subdivision (d)(1) was restructured from a single sentence into subparagraphs (A) and (B) to accommodate the new funding intent language.

Removed a duplicated word 'department' in subdivision (c)(1), which previously read 'in collaboration with the department, department and upon receipt of funding.'

Subdivision (c)(1) now requires that UCLA and the department publish food insecurity data only 'upon receipt of funding pursuant to subdivision (d),' making the publication obligation explicitly contingent on actual funding being received rather than merely appropriated.

The definition of CHIS in Section 28050 now includes the abbreviation '(UCLA)' after the full name 'University of California at Los Angeles' for clarity.
