The formal statewide stakeholder workgroup is eliminated. The Education Commissioner will now develop recommendations directly in consultation with the state board and stakeholders, rather than appointing and convening a separate workgroup.

The July 1, 2027 deadline for appointing and convening the workgroup is removed. No new intermediate deadline replaces it; only the final report deadline of July 1, 2028 remains.

The requirement that workgroup meetings be open to the public under the Bagley-Keene Open Meeting Act is removed, since there is no longer a formal workgroup.

References to 'Superintendent' are consistently changed to 'Education Commissioner' throughout the bill, aligning with current statutory terminology for the head of the State Department of Education.

The scope of the review is slightly reframed. The Education Commissioner must both develop recommendations on development and approval processes for school safety plans AND separately review existing comprehensive school safety plans to make recommendations on required elements. This splits what was previously a single workgroup task into two distinct responsibilities.
